City utilities committee withdraws IEC request, pursues larger aggregation option

After presentations from IEC and NOPEC, Baberton’s City Utilities committee agreed to withdraw a pending IEC aggregation request and pursue joining NOPEC or a comparable council-of-governments aggregation to negotiate electricity supply and access aggregated procurement benefits.
The City Utilities committee discussed two electricity aggregation options on Feb. 23 and voted in committee to withdraw an earlier IEC request in favor of pursuing membership in NOPEC or a similar council-of-governments aggregator.
Committee members heard separate presentations from IEC and NOPEC representatives. Committee members pressed vendors for firm fee structures and for clarity on advocacy and reliability services. A NOPEC representative said joining on a compressed timetable could avoid a one-month gap in which customers would revert to default utility (Ohio Edison) rates; she emphasized pricing varies with market conditions and meter-read cycles and that exact per-customer fees can’t be locked months in advance.
Following the presentations, committee members voted to withdraw the IEC request so staff can pursue a coordinated NOPEC approach and draft legislation to join on a timeline that would minimize rate-transition gaps.
What’s next: staff will work with the NOPEC representative and the administration on required public-notice steps, two public hearings and draft legislation so the city can transition aggregation on a favorable meter-read cycle if feasible.
