Council weighs a rule to pause meetings for livestream outages after repeated audio failures

Clerk and technical staff explained how they start a local recorder before each committee, separate recordings by committee and then upload files to the city server when the live feed fails. The clerk said she labels and archives individual committee recordings so they can be posted later even if the live stream is disrupted.
Members debated whether to require meetings to stop when broadcasts fail. One council member proposed a defined reboot window — for example, a 10-minute pause to attempt a systems reboot — after which the meeting would either resume live or continue with an audio-only recording that would be posted later. “If rebooting is not correct, then we default to recorded [audio] being uploaded later,” a council member said; another suggested the council adopt a short, public-facing contingency plan so residents know whether to expect a live feed.
IT staff and committee leaders agreed to create step-by-step procedures, share login credentials with backups, and prepare an emergency “GoPro/Pelican-case” kit as a quick fallback that would capture video and audio even when the main system fails.
What’s next: Rules committee will draft a short policy setting a reasonable reboot window and fallbacks (audio-only upload; recorded video posted later) and circulate a how-to for clerk and backup operators.
