Waynesville council adopts emergency ordinances to award Fourth Street water-main contract, seek OPWC funding and hire Choice One for design work

The Waynesville Village Council on Aug. 4 voted to adopt emergency ordinances clearing two water-main and resurfacing projects to proceed immediately.
Ordinance No. 2025-021 authorizes the Village Manager to enter into a contract with SmithCorp, Inc. for the Fourth Street water-main replacement and resurfacing project in an amount not to exceed $1,158,630. Council moved to waive the two-reading rule and then adopted the ordinance as an emergency so SmithCorp can begin ordering materials; the motions and roll-call approvals were recorded as 6 yeas. Mr. Zack Gallagher moved to waive the two-reading rule and later moved adoption as an emergency; Mr. Brian Blankenship and others seconded and the council approved both motions by roll call.
Council also approved Ordinance No. 2025-023 to enter into a contract with Choice One Engineering for professional services related to the Fifth Street and Sixth Street water-main replacement and resurfacing project and declared it an emergency. The ordinance includes a contract for preconstruction plans to strengthen the Village’s OPWC (Ohio Public Works Commission) grant application for PY40 work (Fifth and Sixth Streets and part of Chapman). Ordinance No. 2025-022, authorizing submission of the OPWC application, received its first reading.
Village Manager and Director of Public Safety Gary Copeland reported SmithCorp submitted the lowest bid on the PY39 Fourth Street project at an amount below estimate and that SmithCorp had performed well on Franklin Phase II. Copeland said Choice One agreed to pay the difference for a cast-iron vault door previously specified incorrectly in plans. He also said awarding the contract as an emergency will allow immediate ordering of materials since SmithCorp already has equipment on site.
Why it matters: The emergency declarations accelerate construction to replace aging water mains and repave key village streets, potentially reducing lead-line risks and improving water-system reliability. The contracts also position the Village to secure OPWC funding for additional street and waterline work.
