Waynesville officials briefed on HB 335 and wider ballot proposal to eliminate property taxes

During the June 16 meeting Jamie Morley provided council members with Warren County Auditor Matt Nolan’s response to proposed House Bill 335. Morley told the council the auditor’s estimate was that the village’s inside millage generates "approximately $174,000 per year."
Law Director Jeffery Forbes explained the legal distinction between inside millage—property taxes set within the 10-mill inside levy limit—and outside millage, which includes levies and voted additions. He said HB 335, as introduced, proposes to eliminate only inside millage; separate ballot initiatives under discussion would eliminate both inside and outside millage (effectively removing property taxes entirely). Forbes noted that sponsors of HB 335 had not presented alternatives for replacing that revenue and that the village would continue to monitor the bill.
Council discussion did not produce a local action at the June 16 meeting; staff said they will continue to follow the proposal as it develops at the state level.
