Developers propose about 100 homes on Michner property; council discusses green-space rules

Council members heard a preliminary development concept for the old Michner property during the Village of Waynesville meeting on June 16. Gary Copeland said Rockford Homes attended an initial meeting suggesting roughly 100 homes and about 20 acres of green space; Copeland emphasized the meeting was a first "meet and greet" and that no formal plans have been submitted.
Councilmember Zack Gallagher asked about green-space requirements. Finance Director and Clerk of Council Jamie Morley summarized current code minimums: 2.5% green space for R1 zoned developments, 5% for R2 and R3, and 7.5% for R4 and R5. Law Director Jeffery Forbes added that a Planned Residential Development (PRD) option—available only if a developer requests rezoning—would require 20% green space.
Chief Copeland noted the remarks came from an initial proposal meeting with developers and that these are preliminary discussions; he reminded the council that no plans have been submitted and no formal review process has begun.
The council did not take any formal votes on rezoning or development at the June 16 meeting. Staff also reported upcoming procurement and infrastructure items (Fourth Street bids and Franklin Road paving) that could be relevant to future development timelines.
