Robbins trustees approve lease and intergovernmental agreements and OK land sale; mayor cites community fundraising after equipment theft

The Village of Robbins Board of Trustees on Aug. 12 approved several routine and substantive items, including purchase- and lease-related agreements for "Harold's," intergovernmental emergency and ICOPS agreements, and a purchase-and-sale agreement with Ground Up Development Group, LLC.
Mayor Darren E. Bryant opened the meeting at 7:00 p.m. and acknowledged the recent passing of resident and business owner Glenn Hudson. In his report the mayor said an equipment container belonging to the Robbins Eagles was broken into and about $12,000 in equipment was stolen; the community subsequently raised more than $30,000 to help replace the equipment. "He donated $12,000 to the cause; it was great meeting him," Bryant said, referring to a visitor who contributed to the relief effort. Bryant also noted a small groundbreaking at 135th and Claire Boulevard for a new turf football field and listed upcoming street-repaving work and pending village-hall construction once state payments are released.
The board handled multiple votes by roll call with little discussion. The treasurer's report for $985,716.26 was approved. The trustees then approved Harold's Purchase Agreement and Harold's Lease Agreement, followed by the Robbins Emergency Intergovernmental Agreement and the Robbins ICOPS agreement; each of those motions passed on roll-call ayes from Trustees Dyson, Maxey, Harper, Kelly, Holmes and Collier.
After a brief standing-committee update in which Police Chief White told residents an Elks Lodge incident under investigation did not involve Robbins residents, trustees moved into executive session under "Section 2 (c) (6) Limited to actual setting of price for sale or lease of public property." Upon reconvening, trustees approved a purchase-and-sale agreement with Ground Up Development Group, LLC; roll call recorded ayes from Trustees Dyson, Maxey, Harper, Kelly and Collier and an abstention from Trustee Jeanneen Holmes, and the motion carried.
During public comment, Ms. Echols urged the village to address garbage and debris left by vendors at a recent open-air market and asked about a building at 139th and Claire with deteriorating stairs. Ms. Ratliff asked whom to call in an emergency and said she had concerns about police response times to a prior call. Trustees and staff noted plans for committee meetings to address building-and-codes issues and land-bank discussion, and Public Works said it is preparing for the Aug. 29–31 back-to-school festival and parade.
The meeting concluded after the final votes; the board adjourned at 8:28 p.m.
