Thayne council approves two franchise taxes, backs 6th Penny resolution and adopts 2018–2019 budget

The Thayne Town Council voted to approve two franchise tax ordinances, a resolution supporting a special sales tax measure, and adopted the town’s 2018–2019 budget on second reading.
Mayor A. DeLand Lainhart opened discussion on franchise terms and said a longer contract simplifies financing when cost is effectively set at 1% for the franchise. The council approved Ordinance 337 (Silver Star Franchise Tax) on motion by Councilman Schwab, seconded by Councilman Woolley, and the motion carried. The council then approved Ordinance 336 (Lower Valley Energy Franchise Tax) on motion by Councilman Wicks, seconded by Councilman Schwab; motion carried.
The council also moved to approve Resolution 2018-4-19 in support of placing a 6th Penny special-purpose sales tax on the ballot; Mayor Lainhart noted that a large share of that tax would be paid by tourists and that all county residents would vote if it reaches the ballot. The motion to support the resolution was made by Councilman Woolley, seconded by Councilman Schwab, and carried.
On the budget, Mayor Lainhart and councilmembers discussed adjustments to the 2018–2019 Town of Thayne budget. Councilman Woolley moved to approve Ordinances 330–335 on second reading; Councilman Schwab seconded. The motion carried; Councilman Wicks recorded an opposed vote specifically on the Thayne Community Center portion of the budget, which the minutes note.
