Thayne council approves budget amendments, franchise ordinances and routine permits; hears water and maintenance updates

The Thayne Town Council on June 21 approved a series of routine municipal actions and received operational updates from staff and consultants.
Council approved Resolution 2018-6-21-001 to amend the fiscal year 2017/2018 budget (motion by Councilman Schwab, seconded by Mayor Lainhart) and then approved Resolution 2018-6-21-002 to designate funds from the 2017/2018 fiscal year; Councilman Wicks recorded an opposition on the latter vote but the motion carried.
On ordinance business the council adopted Ordinance 336 on third reading, approving a franchise tax arrangement with Lower Valley Energy, and adopted Ordinance 337 on third reading for a Silver Star franchise tax; both motions were recorded as carried. The council also ratified checks, approved payment of bills and approved a building permit for Tony Crnkovich (motion by Councilman Wicks, seconded by Councilman Schwab). The meeting adjourned at 6:43 p.m.
Operational and project briefings included a Sunrise Engineering update from Robert Hood: the water storage tank plans are 75% complete and the town expects to solicit bids next month, and the town is awaiting Kevin Voyles to clear final easements for the North Waterline Project. Maintenance lead Cliff Eggleston reported ongoing maintenance work; Councilman Schwab said he and Eggleston have been working on plans for a fence to enclose the sewer plant and buildings.
Councilman Wicks said the Thayne Fire Department wants the dry zone for the July 4 parade better marked; the Ambulance Service has purchased a new ambulance that will be delivered in a few months as final outfitting is completed.
The minutes list line-item bills and reimbursements for general, EMT and fire department expenses, including a $7,713.25 salaries line and notable payments such as $7,700.00 for a Brown property purchase (Northern Title) and $4,661.59 for electricity to Lower Valley Energy.
