Norwich trustees adopt 2024 appropriations, approve capital purchases and personnel items

At regular and special meetings in late 2023 trustees completed the township's fiscal housekeeping and capital approvals for 2024. On Dec. 5 the Board adopted the 2024 permanent appropriations resolution, approving budgeted spending across general, fire, cemetery, police and other funds. The total 2024 appropriations include multi‑year capital allocations for the Station 84 project and routine replacements and repairs across departments.
Alongside the budget adoption trustees approved equipment and facility work requested by the Fire Department (kitchen cabinets, weight room equipment and floor refinishing for Station 81), purchases of training and EMS equipment previously authorized, and a series of wage and personnel items in anticipation of the 2024 fiscal year. Trustees also approved a three‑year Equitable fully insured vision and dental plan and accepted Medical Mutual's 2024 medical renewal at a 9.5% increase, directing the Administrator to sign the 2024 benefits contracts.
Why this matters: The appropriations establish the legal spending authority the Fiscal Officer uses to issue payments and encumber funds during 2024. Approved capital items and benefits renewals set near‑term cash flow commitments.
Provenance and votes: The permanent appropriations resolution was approved Dec. 5 (see motion #231205.16). Equipment purchases and personnel hires were recorded across multiple minutes from August through November with the Board approving specific procurement motions in September and November.
