Trustees approve change orders and fiber, and fund security for new Fire Department storage building

Norwich Township trustees approved a series of change orders, security contracts and network work to complete the Fire Department storage building, moving the long-running construction project closer to occupancy.
The board voted to approve Change Order #1 to add a firewall for the storage building through Classical Construction for $21,800 (motion passed 2–1, Earman opposed). Trustees later approved Change Order #2 to install electrical wiring and automatic openers for five overhead doors at a cost of $12,587.30 and authorized the township administrator to sign the change order. The board also approved Xtek labor and materials for four card readers, door strikes and cabling totaling $6,897 and a Logicalis quote for a 16-port network switch ($1,203.78) plus $500 labor to connect the switch and wall mounts.
Administrator Jamie Fisher said the township will pay Thayer Power & Communication Construction Company $7,340.56 to run and connect fiber from the site to the existing Hilliard fiber network so Xtek can activate the card readers and door strikes. Chief Dave Baird and Mrs. Fisher told trustees that landscaping would finish soon and that portions of the building would be ready for moving in by late May.
The board also approved Sterling Protective Services for temporary security for the project at $1,795 and monthly commercial cellular monitoring of $44.95. Trustee Charles Wm. Buck and others said the added security and network wiring are important for long-term access control; Trustee Larry Earman questioned some contract increases but supported moving forward on the work to complete the building.
Why it matters: the storage building houses equipment for public-safety operations and several of the approved items—firewall, card readers, door openers and fiber—are prerequisites for secure access and effective integration with township systems. Some costs were identified as budgeted capital items; the board discussed seeking reimbursement later if the Hickory Chase donation amendment is finalized.
What’s next: with the change orders and network work approved, the township expects to complete remaining interior finishes and to move equipment into the building; trustees authorized the administrator to sign several of the change orders and vendor agreements.
Votes and approvals: Change Order #1 (firewall) approved 2–1; Change Order #2 (door openers) approved unanimously; Xtek, Logicalis and Thayer fiber work approved unanimously. Motions were recorded in the minutes with roll-call votes.
