On June 29 Norwich Township trustees unanimously passed a resolution creating a township‑wide 10‑year/75% tax increment financing (TIF) district that covers unincorporated parcels and authorized a revenue-sharing agreement with the City of Hilliard for the TruePointe development.
Township Administrator Jamie Fisher told the Board that the TIF is intended to give the Township negotiating leverage for future development in the unincorporated area after residents raised concerns about high‑density annexations. Township legal counsel Peter Griggs explained that the TIF does not block development, but it creates a mechanism by which public infrastructure costs and service payments can be negotiated when large projects are proposed.
The separate revenue‑sharing agreement with the City was approved at the same meeting. The agreement obligates the City to make semi‑annual payments to Norwich Township under a negotiated schedule (first year payments shown in the agreement begin at about $197,544 and increase over time) and ties the payments to non‑city charge assessments (NCA) for TruePointe; the City agreed to make up any shortfalls from other unrestricted funds if the NCA revenue is insufficient. The Township intends to use the funds for purposes authorized by statute including fire salaries and operations.
Why it matters: The TruePointe development (a large mixed‑use campus expected to include residential, office and retail) represents one of the largest recent projects affecting the township. The revenue‑sharing agreement will provide Norwich Township with a recurring source of monies that trustees said can be applied to fire and EMS services, particularly as Station 84 is built and staffed.
The Board voted unanimously to adopt both the TIF resolution (authorizing the exemption of the improvement portion of assessments and establishing a TIF Fund) and the revenue‑sharing agreement with the City of Hilliard. The action followed resident testimony and intergovernmental dialogues during spring and summer 2023. Trustees said the TIF is part of a broader strategy to ensure the township can secure service payments and mitigate service‑cost impacts from nearby development.
