Norwich Township trustees approve bidding, intergovernmental agreement for Safety Services Building parking-lot work

Vice Chairman Rick Tidd moved to proceed "with the bidding process through the Franklin County Engineers office for the 2025 Safety Services Building rear parking lot improvements to include phases 2, 3, and 4 as listed on Exhibit A." Chairman Greg Young seconded the motion; Trustee Charles Wm. Buck was absent for the vote. The motion passed and is recorded as Motion #250417.01.
Trustees next approved the Franklin County Engineers 2025 Intergovernmental Agreement for the Safety Services Building Pavement Improvement project and authorized the trustee chair to sign the agreement. That motion, also moved by Tidd and seconded by Young, passed as Motion #250417.02.
The board then approved a payment arrangement with the City of Hilliard: Norwich Township will pay the city’s portion of the project at 100% in 2025 and enter a memorandum of understanding (MOU) to receive reimbursements in 2025 and 2026. The trustees recorded that approval as Motion #250417.03.
To provide funding authority for these steps, trustees approved amended 2025 permanent appropriations. That motion (Motion #250417.04) was moved by Tidd and seconded by Young and passed with Buck absent. Fiscal Officer Omar Tarazi is listed among those present for the meeting; Jamie Fisher, township administrator, participated by phone and Mike Woods, Hilliard police chief, was present.
