Norwich Township adopts targeted parking rules for rights-of-way; regulations start Aug. 19

The Norwich Township Board of Trustees voted to amend and supersede earlier parking rules with revised, targeted regulations governing the parking of vehicles on designated roadways and rights-of-way.
Trustee Kelli Arthur Hykes, chair of the board, reviewed the final resolution and thanked community members who participated in the review. Hykes said the revised regulations were posted online for public review prior to the meeting. Trustee Trish Barker and Trustee Brian Rothenberg expressed support and thanked community members for their input.
The resolution specifies coordination with Hilliard City Schools to address safety at school crossings and commits the township to a public-education effort in partnership with the Hilliard Police Department. Trustee Hykes said the new rules will take effect on Aug. 19, 2026.
The motion to adopt the resolution was moved by Trustee Brian Rothenberg, seconded by Trustee Trish Barker, and recorded as passed in the minutes (Motion #260519.05). The minutes do not include the full text of enforcement procedures; the board indicated it will educate the public before the effective date.
Next steps: the township will work with Hilliard City Schools and the Hilliard Police Department on outreach and implementation before the Aug. 19 start date.
