South Bloomfield council approves first readings of golf-cart rules and amended 2025 revenues

The Village of South Bloomfield council approved first readings Monday of two measures: an ordinance to govern inspection and operation of golf carts and an amendment to the village’s 2025 certificate of resources that brings unexpected revenue into the budget.
Fiscal Officer Alisha Burke told the council the amended certificate would capture money received from Pulte related to Clearwater Drive and state OPWC grant funds for work on U.S. 23, allowing the village to appropriate and spend the funds rather than leaving them off the 2025 worksheet. "An amended certificate brings that money into the budget so that the village can appropriate it and spend it," Burke said.
During the first reading of the golf-cart ordinance, Councilmember Tom Ramsay asked that wording in Section D, Item 3 be clarified; the council approved the first reading on a motion by Ramsay. Lisa McDorman moved approval of the certificate amendment on a separate motion; that first reading also carried unanimously.
Both measures passed first readings and will be scheduled for the next steps required under the village’s ordinance process. Council members did not change the substantive descriptions on the floor; staff will return with clarified language for the golf-cart provision and with any budget detail members request.
The motions and votes recorded at the meeting were procedural first readings rather than final enactments; final adoption will follow the village’s notice and second-reading requirements at a subsequent meeting.
