The match commitment follows a meeting with Rep. Brian Stewart and representatives from Ashville and Harrison Township. Rep. Stewart suggested that combined local match contributions from the three jurisdictions would strengthen the project’s prospects for approval. Village Administrator Joe Allen estimated construction costs at about $5 million based on building size and per‑square‑foot construction costs.
Council members said the village will ask its council to authorize a $350,000 contribution; Harrison Township approved its contribution during the same round of meetings, and Ashville indicated its council was likely to approve a similar amount. Allen told the council he intends to include the estimated value of the land and tap fees as part of the village’s match calculation when presenting figures to Rep. Stewart.
On funding sources, Allen and Chief Financial Officer Alisha Burke reported nearly $200,000 in impact fees already earmarked for the project and said carryover in the general fund would be sufficient to cover roughly $150,000 shortfall if necessary. The officials noted that additional impact fees from developers remain expected to increase the dedicated balance.
Council member Tom Ramsay moved to approve the letter of support for the village’s portion of the match funds; Woody Blanton seconded. The council recorded the vote as Ken Everts: yes; Woody Blanton: yes; Tom Ramsay: yes; Lisa McDorman: yes; Dena Cobb: yes; Amber Murphy: yes. The motion carried.
The special meeting began at 6:00 p.m. on March 10, 2025, and adjourned at 6:34 p.m. The village indicated next steps will include formally asking the village council to authorize the $350,000 contribution and finalizing the match calculation for submission to Rep. Stewart.
