South Bloomfield council discusses starter-home zoning, noise and traffic restrictions; Mayor plans auction for camera

Mayor Aaron Thomas said he consulted the village attorney about a village-owned camera and was advised that equipment valued over $1,000 cannot be donated and must be auctioned. The mayor estimated the camera's value at about $8,500 and the council agreed to list it on GovDeals with a $5,000 reserve if it cannot be loaned to the school.
Council members and staff also discussed a possible new noise ordinance; the village solicitor told the mayor that enforcing a broad noise ordinance would be difficult and recommended focusing on limiting construction hours, which council members asked staff to pursue. Chief Michael Maynard and Joe Allen discussed starting golf-cart inspections to allow residents to obtain license plates locally, drafting a "no through trucks" ordinance aimed at preventing large trucks from using Union Street to bypass US23 traffic during construction, installing signage and a fine schedule for engine-brake restrictions, and working with the attorney to draft a backflow ordinance to allow enforcement with penalties.
