Board approves BGIA risk-management agreement; union deal signed pending formal contract

At the meeting the board voted unanimously to authorize an agreement with Business and Governmental Insurance Agency, Inc. (BGIA) for risk-management consulting services.

Members questioned whether BGIA's engagement carried a direct price tag. Miss Francois (identified at the meeting as a councilwoman) and staff explained BGIA operates as a broker: the firm conducts market searches and typically receives commissions from insurers rather than billing the authority directly. "They are paid a commission like any other insurance agent does from the carriers," Miss Francois said. Staff said the services have historically resulted in savings for the authority.

A roll-call vote was recorded with the following members voting yes: Mr. Anson, Mr. Schmidt, Miss Francois, Mr. Kelax, Miss Davenport and Chairman Furugi.

Separately, committee reports noted a memorandum of agreement with the union addressing outstanding negotiation issues was signed by both parties; staff said the contract text has been finalized, will be converted to PDF and reviewed by counsel, and the finalized agreement will be brought back to the board at the next meeting for execution. Matt Ori was identified in the meeting as the union representative involved in final reconciliation of contract language.

Next steps: the BGIA agreement will be implemented per its terms; the finalized union contract will be shared with the board and will be scheduled for execution at the next meeting.
