College Corner council grants mayor emergency access after resignations, unanimously hires village solicitor

The Village of College Corner council voted July 3 to give Mayor Molly Cason emergency access to municipal fiscal accounts following two recent resignations and to hire a new village solicitor.
Mayor Molly Cason read an email from Jennifer's attorney notifying the village of Jennifer's resignation effective June 30, 2024, and read a separate resignation from Mr. Bake effective July 1, 2024. In response to those departures, Council member Danyell Bolser moved to grant Cason “emergency access to everything the fiscal officer would have normal access to including but not limited to: user names, passwords, website info, account numbers, phone numbers” and to remove Jennifer from all accounts and revoke her access; Council member Ann McCoy seconded. The motion passed 2–1, with Council member Mike Ruther voting no.
The vote gives the mayor temporary administrative control over accounts and credentials the fiscal officer previously managed. Council discussed immediate staffing needs and reviewing applications for posted jobs; Ruther said he would assist with the interview and hiring process. Bolser said her husband could mow village property on an interim basis until a hire is made but noted the village would need to add him to its insurance policy first.
Later in the meeting, Bolser moved to hire Nicholas J. Ziepfel as village solicitor; McCoy seconded and the motion carried unanimously, 3–0. The council also read Ordinance 2024‑A for a third time and scheduled a follow-up meeting for July 11 at 7:00 p.m.
During public participation, Emily Bourne of Indiana raised concerns about being paid and about contractors working for the village; several residents offered support to village staff during the transition. Gary Brashears initially sought consideration for a council seat but withdrew his request after Mr. Caudill indicated he wished to be considered.
The meeting adjourned at 7:58 p.m. after a motion by Bolser and a second by McCoy, approved 3–0. The council will revisit outstanding personnel and ordinance items at the July 11 meeting.
