Woolwich Committee adopts personnel and parking ordinances, rejects Northpoint's fourth TSSCO extension

At its Oct. 20 meeting the Woolwich Township Committee adopted two ordinances on personnel benefits and no-parking zones, approved multiple consent resolutions including a LEAP grant award, and rejected a fourth 60-day Temporary Site Safety Certificate of Occupancy extension for Northpoint Realty Partners.
The Woolwich Township Committee on Oct. 20 adopted two ordinances and approved several resolutions on consent, while voting down one developer request.
The committee unanimously adopted Ordinance 2025-17 amending the township Personnel Policies and Procedures Manual to clarify that part-time regular employees working 20 hours or more per week receive half the hours of full-time employees and follow the same scheduled increases. The committee also unanimously adopted Ordinance 2025-18 to add no-parking regulations on Merseyside Drive, Bentino Drive, Casella Way and Weathersfield Court. Administrator confirmed the personnel change applies to part-time regular staff working 20 or more hours per week.
On the consent agenda the committee approved resolutions authorizing street-opening permits, transferring surplus police vehicles to Salem City, authorizing veteran deductions and tax-collector cancellations, and authorizing payments on park and trail projects. The committee accepted a $75,000 LEAP grant from the New Jersey Department of Community Affairs and later amended and adopted R-2025-282 to award a feasibility-study contract to CGR (see separate article).
The committee voted to adopt R-2025-280, authorizing the sale of a plenary retail consumption liquor license via sealed bid with a $400,000 floor, as amended (paragraph 9 stricken). The committee also voted to approve a not-to-exceed $4,865 RVE traffic study for the Garwin Road and Route 322 intersection, pending certification of funds.
The meeting produced several personnel actions adopted after closed session, including resolutions appointing four 8th Class patrol officers and hiring a deputy clerk/finance clerk (see personnel rundown). R-2025-275, which would have granted a fourth revised 60-day Temporary Site Safety Certificate of Occupancy extension for Northpoint Realty Partners at 1600 U.S. Route 322, failed after committee members cited multiple prior extensions and escrow and tax-payment concerns.
The committee approved minutes for Sept. 15 and Oct. 5, 2025, authorized bills and purchase orders (with one abstention noted), and adjourned at 9:53 p.m.
