Upper Hanover board approves contracts, escrow releases and appointment in routine business session

Engineer John Weber recommended and the board approved release of three escrows: Scott Ferguson plan review ($645.22), Upper Hanover Development Associations, LLC ($643,633.56), and ELC Macoby Run, LLC Phase 4A ($20,783.83). The board approved these releases unanimously.
The board awarded a one-year extension for the bituminous seal coat (oil & chip) contract, authorized soliciting annual road maintenance bids and an RFP for turf care, and awarded a propane contract to Eddinger at a unit price of $1.84. The Bridge and Road Committee was authorized to pursue stormwater analysis and coordination with outside agencies at an estimated $5,000 to address drainage on Gramm Road/Frye Road/11th Street.
Manager Anne W. Klepfer was authorized to subscribe to Constant Contact for an e-newsletter at a cost not to exceed $400 per year. The board appointed Dale Young to the unexpired alternate term on the Planning Commission. The board also approved Resolution 2022-13 (PennDOT e-permitting authorization for the manager), Resolution 2022-14 (2022 fee schedule amendment), and Resolution 2022-15 (designating the manager as the township FEMA DAP-1 representative); Resolution 2022-12 (MONTCO2040 grant application) was tabled for further investigation.
