Property owner seeks permission to build 50-foot drainage swale across township open space

Michael Neith, a property owner at 1000 Steve Lane, asked the Upper Hanover Township Board of Supervisors on May 10 to allow construction of a 50-foot drainage swale across township-owned open space to carry stormwater from his persistently wet backyard into an existing roadside swale. Neith attended the meeting with contractor Ben Baver of Baver, Inc.
The board said it would consider the proposal but directed an engineering review before granting permission. The board asked Neith to provide a $500 escrow for the township engineer’s review and recommendation; Neith agreed to contact the township manager to arrange the escrow and next steps. Township Engineer John Weber will perform the review and advise the board on any required conditions.
Neith also reported what he described as "blue water" flowing through the stormwater swale with an odor similar to sewage. John Weber said he would investigate the water quality issue and advised that Neith might also report the matter to the county Health Department for follow-up.
The board did not make a final decision at the meeting; the engineer's report and any required permit conditions or easement agreements will determine whether the township will permit the swale and under what terms. The request was recorded during the citizen comment portion of the May 10 meeting.
