Councilman Bitter presented and read the resolution, describing three tiers of delegated authority: the Public Works Director may approve expenditures up to $10,000, the Town Administrator up to $20,000 and the Mayor up to $30,000, with a combined annual cap of $30,000. The resolution requires written documentation and will be reviewed annually to ensure continued compliance and relevance.
Resident Lee Hansen questioned whether legal research had been done given Wyoming statutes on municipal budget appropriations and said he worried the policy could allow spending on items not in the budget. Mayor Rok responded that the policy is an internal administrative framework and does not permit overspending budgeted items; she said the town consulted the state auditor's office and the town accountant. After discussion, Councilman Bitter moved to adopt the resolution; the motion was seconded by Councilman Ellis and passed on a unanimous voice vote.
