CCRPC committee clears Act 250 comment on South Burlington housing and approves 45‑day solar notice for Colchester

The Chittenden County Regional Planning Commission’s Joint Finance & Executive Committee reviewed two land‑use items March 2, 2022, approving CCRPC comment letters for an Act 250 application in South Burlington and for a 45‑day solar advance notice in Colchester.
Regina Mahony presented an Act 250 petition from JAM Golf, LLC for property at 550 Park Road in South Burlington. The application proposes subdividing Lots 1 and 2, constructing 32 residential units on footprint lots (including 14 single‑family homes and two duplex homes on common Lot 2), and building about 1,020 feet of new roadway with sidewalks and utility infrastructure. Regina said the CCRPC had no concerns with the project as presented and found it in conformance with the Planning Areas of the 2018 Chittenden County Regional Plan. Jacki Murphy moved to approve the Act 250 letter to the district coordinator; the motion carried with one recusal recorded from Chris Shaw.
Regina then reviewed a 45‑day advance notice for a 150 kW solar array proposed at 0 Mercier Drive in Colchester (parcel owned by the Town of Colchester) submitted by Aegis Renewable Energy. The CCRPC determined the site meets the intent of Energy Goal #17 of the 2018 ECOS Plan and conforms with ECOS Plan suitability policies, while noting a potential State constraint of agricultural soils and a local constraint of steep slopes. Mike O’Brien requested a clearer map of the location; Regina displayed a map for committee review. The committee voted to approve the letter to Aegis Renewable Energy unanimously.
Both approvals were recorded as committee motions in the minutes; CCRPC noted that comments are based on currently available information and the commission may have additional comments as each application proceeds.
