South Zanesville council approves 2026 appropriations, several ordinances and an emergency cybersecurity policy

Mayor Barbara J. Lloyd presided over the Village of South Zanesville Council’s regular meeting on Nov. 3, 2025, where members passed multiple ordinance second readings and adopted an emergency cybersecurity policy.
Council approved the second reading of Ordinance 2025-5, the appropriations ordinance for the fiscal year ending Dec. 31, 2026; the measure passed by unanimous vote. The council also passed the second readings of Ordinance 2025-6, authorizing the volunteer fire department of South Zanesville to provide fire protection to Springfield Township; Ordinance 2025-7, setting the regular council meeting schedule for 2026; and Ordinance 2025-8, setting refuse pickup rates. Each ordinance passed on recorded unanimous votes.
On personnel and compensation, Resolution 1136 (authorizing pay raises) was discussed; the council agreed changes are needed and an updated resolution will be brought back for third reading in December.
The council dispensed with the three-reading rule under Ohio Revised Code Section 731.17 and passed Resolution 1137, adopting a cybersecurity policy and declaring it an emergency. The council moved and voted to treat the resolution as urgent and to adopt the policy at the meeting.
