Belpre mayor seeks $70,000 to repave Lee Street, outlines water upgrades and EMS concerns

Mayor Susan Abdella told Belpre City Council on March 24 that she will request a $70,000 supplemental appropriation to repave Lee Street after the city solicited three bids; the lowest bid received was $69,500.
—"I am requesting the finance committee consider a supplemental appropriation for 70K in order for me to repave Lee Street," Mayor Abdella said. She said the administration had received three bids and that the lowest came in at $69,500.
The mayor also updated council on several water and public-works items: the city will send backflow-inspection letters to properties required to maintain backflow prevention devices; the MXU radio replacements for water meters have been ordered and staff plan to install them in sections; the WWTP procurement is beginning with RFP interviews the first week of April; and Well 2 rehabilitation is on hold while meter-project work proceeds. The mayor reported the city was awarded the EPA drinking-water grant portion for generators and plans to install generators at Well 1, 2 and 3; the grant's signage/source-water portion is pending.
Separately, Council heard from Safety-Service Director Mr. Kirby about police and public-works operations: police completed transition training to new 9mm handguns with outside Department assistance, officers gained a Red Dot pistol instructor certification allowing in-house training, two cruisers were ordered, street crews continued patching and sign replacement, and water crews were addressing leaks at the 700 block of Barclay and the 900 block of Main Street.
Mayor Abdella asked the Finance Committee to expand appropriation discussions to include EMS services, noting St. Joseph Ambulance Service has been discontinued and WVU Medicine is trying to backfill transport services. She asked Finance Chair Mr. Ferguson to include EMS costs, mutual aid needs and the city's role in follow-up discussions.
Council received the first reading of a cooperative-agreement ordinance authorizing the mayor to apply for and enter a cooperative agreement with the Ohio Water Development Authority for construction of a SCADA system for the water and sewer departments; that ordinance was referred to the Utilities Committee for further consideration.
