Tift County eyes $1.01 million in LRA funds for New River Church Road improvements ahead of new middle school

County Manager Jim Carter said Tift County's FY26 LRA allocation is $1,012,927.27 and staff recommends using the funds, together with $2,000,000 in LMIG and a $1,349,139.80 TIA reimbursement, toward a $4,444,320.90 New River Church Road project; a contract addendum to Watkin & Associates was also proposed.
Tift County officials told the Board on April 7 that they plan to use state Local Road Assistance (LRA) funding to upgrade New River Church Road in advance of a new middle school.
"This funding requires no local match," County Manager Jim Carter said, and he reported the county's formula amount is $1,012,927.27. Carter said the total estimated cost to complete the New River Church Road improvements is $4,444,320.90. In addition to the LRA allocation, Carter said the Georgia Department of Transportation awarded $2,000,000 in additional LMIG funds and approved a TIA reimbursement of $1,349,139.80 for prior improvements; Carter said those sources together should be sufficient to complete the project.
Carter also presented a proposed addendum to Watkin & Associates LLC's engineering services agreement to cover survey, design, permitting, bidding and construction administration for the roadway project; with board approval staff would proceed. The Board indicated a desire to place the funding application and the addendum on the Consent Agenda for the April 13 regular meeting.
If approved, the combined state funds would cover the county's planned roadway work ahead of the new middle‑school opening. Staff characterized implementation risk as contingent on the scope of design and permitting timelines; no construction contract was awarded at the work session.
