Belpre officials outline timeline for water-tank, main and SCADA work as grant seeking continues

Belpre Mayor Abdella said the city is preparing materials to pitch a shovel-ready Water Tank project to funders and expects to circulate those documents to council members once completed. "I continue to participate in the 'Meet the Funders Program with the ARC,'" Abdella said, adding she will provide the presentation packet to council.
Officials reviewed a procurement timetable for the Water Tank and a new 10" water main: addenda were posted Jan. 24 and Jan. 31, a pre-bid meeting was held Feb. 4, bids were scheduled to open Feb. 27, a loan award was expected in March 2025, and construction was estimated to run from March 2025 through March 2026. The SCADA upgrade was moved back one week, staff said.
Mayor Abdella also listed other capital and grant activity: the city has filed for an EPA drinking-water grant (for a generator and well-field signage), has applied for a $10,000 matching grant through VFA, and plans targeted submissions to local foundations and United Way. She said ODNR will inspect trees planted during project phase one to determine reimbursement eligibility, while phase two remains paused pending resolution of federal funding issues.
Staff reported work on utility operations that ties into the projects: an MXU radio replacement plan is in development and radios are on order for phased installation; Software Solutions is scheduled to deliver on-site utility-billing training on April 8, 2025; and lead service-line data were compiled and transmitted to the EPA with additional data collection planned for 2025–2026.
Why it matters: the water-tank and main extension are large, shovel-ready capital projects likely to shape Belpre's distribution capacity and future development, but they depend on external financing and grant approvals. Council did not take a final vote on project contracts during the meeting; the procurement schedule and grant applications are the current next steps.
