Kettering seeks federal IIJA funds and authorizes study for medians on Dorothy Lane

Kettering City Council on Oct. 28 authorized staff to submit applications to the Miami Valley Regional Planning Commission for Infrastructure Investment and Jobs Act funding for three projects: a resurfacing and shared-use path with upgraded street lighting on a stretch of Dorothy Lane between Woodman Drive and County Line Road; resurfacing on West Stroop Road (Tate Road to South Moore Circle); and a new shared-use path on East Stroop Road from Hemstead Station to Marshall Road. Staff said any awarded IIJA funds would not be available until 2031 and the projects are being planned on a five-year horizon.
Council also approved a resolution authorizing an additional $50,000 for TEC Engineering to perform a feasibility study of Dorothy Lane to evaluate traffic volumes, counts and the potential construction of medians as an access-management and safety measure. The study will inform whether medians are included in long-term project schedules.
Separately, council moved and approved a cost participation agreement with the city of Dayton to fund 50% of a new fence along the frontage of Community Golf Course on Dorothy Lane; the city’s commitment was described as not more than $58,250. Staff emphasized the fence will replace the existing split-rail fence and is timed with planned renovations at the golf course.
Council members asked questions during discussion and approved the resolutions by roll call.
