The Hallsville City Council voted on Oct. 21, 2025, to accept offers from Steven O'Bryan (d/b/a Triple Seven Ventures) for two downtown parcels. The council accepted a sealed bid of $325,000 for 115 West Main Street (motion by Alderman Guy Walker, seconded by Alderman Charlie Hunt; unanimous approval) and accepted an offer of $375,000 for 105 West Main Street, the former police department (motion by Alderman Brant Cain, seconded by Alderwoman Lauren Bresch; unanimous approval).
Terms for 105 West Main Street were recorded in the minutes: a $100,000 down payment, a 15-year term at 5% interest, closing after Jan. 2, 2026, no penalty for early payoff, and buyer possession upon seller’s receipt of the down payment. The minutes state the City Administrator was authorized to take necessary actions to transfer 115 West Main Street and that the City Attorney will draft the real property sales contract for 105 West Main Street.
Council recorded no dissenting votes. The minutes contain a variant spelling of the buyer’s surname (O’Bryan and O’Brien); the action in the minutes lists the business as Triple Seven Ventures (also referenced as Triple 7 Ventures). The contract drafting and closing tasks were assigned to the City Attorney and City Administrator, per the minutes.
