Hallsville council approves downtown property sales, budget transfers and a $1 residential waste fee increase

The Hallsville City Council on Oct. 21 approved the sale of two downtown properties, a series of budget transfers, and a price increase for residential solid-waste service, among other routine business, during its regular meeting at City Hall.
The actions began with acceptance of a sealed bid from Steven O’Bryan, doing business as Triple Seven Ventures, for 115 West Main Street in the amount of $325,000. The council then accepted an offer from the same buyer for 105 West Main Street (the former police department) for $375,000. The 105 West Main sale was approved with contract terms recorded in the minutes: a $100,000 down payment due Jan. 2, 2026; a 15-year financing term at 5% interest; no penalty for early payoff; and buyer possession upon the seller’s receipt of the down payment. The city attorney was authorized to draft the real-estate sales agreement.
Mayor Jesse Casey presided over the meeting. Alderman Guy Walker moved to accept the 115 West Main bid and Alderwoman Lauren Bresch seconded; Alderman Brant Cain moved to accept the 105 West Main proposal and Alderwoman Bresch seconded. Both motions carried unanimously.
The council also approved a set of inter-fund transfers to amend the adopted 2024–2025 budget. Alderman Guy Walker moved, and Alderwoman Lara Hood seconded, a package of transfers that the minutes list in detail, including $45,602 moved from Street Maintenance to Garbage Collection Expense and smaller reassignments such as $6,930 from Payroll Expenses to Appraisal Expenses and $3,206 from Office Supplies to Computers and Websites. The minutes state that the transfers do not change the previously adopted fund totals.
On contract pricing, council members voted to grant Sanitation Solutions’ contract request tied to the Consumer Price Index. The minutes note a CPI increase this year of 1.69%; the council adopted a $1.00 increase for residential customers with one poly cart (larger than the contract’s 40-cent CPI adjustment) and said the additional revenue would help fund future road projects. Alderman Charlie Hunt moved the fee change and Alderwoman Lara Hood seconded; the motion carried unanimously.
Council members also approved the 2025–2026 employee holiday schedule (adding Dec. 26, 2025), and appointed Alderman Guy Walker as Mayor Pro‑Tem for 2025–2026; both motions passed unanimously. The council proclaimed October 2025 as National Domestic Violence Awareness Month and presented the proclamation to a representative of the Women’s Center of East Texas.
In other business, the council cast the city’s votes for two directors of the Harrison County Appraisal District. By motion, the council cast 24 votes each for Jay Nelson and Jason Ainsworth; the minutes record the resolution (No. 2025‑08) as passing, noting that four aldermen supported the nominations and Alderman Guy Walker voted against them.
The meeting concluded with a reminder that executive sessions may be called under the Texas Open Meetings Act for permitted purposes; no closed-session action is recorded in the public minutes. Mayor Jesse Casey adjourned the meeting at 6:32 p.m.
