The Hallsville City Council on May 20 unanimously approved its April 2025 consent agenda and announced an open house for the new City Hall. The council convened at 6:00 p.m. at City Hall, 201 Willow Street, and adjourned at 6:06 p.m.
Alderman Brant Cain moved to approve the consent agenda and Mayor Pro-Tem Gary Lovelace seconded. The motion carried unanimously. The consent agenda as presented included: the City Administrator’s Report for April 2025; the Police Department Summary and Fire Marshal Report for April 2025; the Water Department Summary for April 2025; the Permit Report for April 2025; the monthly financial statements for April 2025; and the minutes of the April 15, 2025 regular meeting.
City Administrator Marty Byers and members of staff were listed as present for the meeting, along with City Secretary Laura Welch and Chief of Police Bert Scott. The minutes note that the council discussed several items on the City Administrator’s monthly report prior to the vote but do not record any separate formal actions or amendments related to those items.
The council referenced the city’s ability to convene an executive session under the Texas Open Meetings Act (Sections 551.001–551.071) for topics such as consultation with the attorney, personnel matters and real estate, and noted that any action would be taken in open session; the minutes do not show an executive session being held or any executive-session action taken.
Before adjourning, Mayor Jesse Casey announced an Open House for the new City Hall on Wednesday, June 4, 2025, from 3:00 to 5:00 p.m., which the minutes say will be sponsored by Jacobe Brothers Construction. Mayor Casey adjourned the meeting at 6:06 p.m.
