Grand Terrace'Finance Director Christine Clayton introduced the city's proposed FY 2026'27 budget at the May 26 meeting, outlining revenue and expenditure projections and a plan to use reserves for a planned traffic-signal project.
Clayton said the general-fund revenues and proposed expenditures are each projected at about $10.1 million for FY 2026'27 and that the presentation shows sales-tax projections of $1.3 million and property-tax projections of $4.1 million (HDL consultant). A small figure noted on one slide was described as a slight surplus (roughly $1,813). Clayton told council the apparent expenditure-to-revenue gap will be covered by a reserve set aside previously for traffic-light construction (approximately $1 million), not by ongoing general-fund revenues.
Council members asked whether that reserve draw is a one-time occurrence and requested clearer public-facing explanations so residents reading the budget understand the reserve use. Clayton said the use of reserves for the traffic-signal is a one-time construction expenditure and that staff will include clearer explanations in future communications. Council moved and seconded to continue budget deliberations, with adoption to be considered at a future meeting (June 9). The motion passed unanimously.
Next steps: staff will clarify reserve use and return for formal adoption on June 9, 2026.
