The CCRPC Executive Committee voted June 1 to adopt edits to the commission’s Administration and Operating Policies and Procedures to align with the State of Vermont’s Clean Water Service Provider (CWSP) rules.
Charlie Baker told members the changes focus on procurement (Part 2) and certain appendices to ensure CCRPC can function as a CWSP. Revisions clarify procurement language, including a statement on good‑faith efforts to solicit Disadvantaged Business Enterprises. Charlie said the edits incorporate procurement and appendix updates (pages 35, 39–45 and pages 69–81 in the packet) so the commission can meet CWSP requirements.
Dan Albrecht noted the language historically reflected VTrans drafting and that this was an opportunity to clarify differences in Department of Environmental Conservation guidance and transportation guidance. John Zicconi moved and Chris Shaw seconded adoption of the edits and revisions; the motion carried unanimously.
