Regina Mahony presented the advance notices and staff reviews. For 0 Mercier Drive in Colchester (advance notice #22‑0458‑AN) staff concluded the project aligns with the 2018 ECOS Plan and that steep slopes identified by the town would be avoided; the committee approved a letter to Aegis Renewable Energy endorsing the site as preferred. For two Milton projects — a 150 kW array at 413 Hibbard Road (#22‑1834‑AN) and a 146 kW array at 321 Bear Trap Road (#22‑1674‑AN) — CCRPC staff likewise found consistency with the ECOS Plan but flagged potential constraints including rare, threatened or endangered species, river corridors, and agricultural/hydric soils (and, for Bear Trap Road, high‑priority forest blocks). In each case, the commission’s support was conditioned on avoiding or mitigating identified constraints.
John Zicconi moved and Chris Shaw seconded motions to approve the letters and 45‑day notices as presented; each motion carried unanimously. The minutes note CCRPC may submit additional comments as the project filings progress and will re‑review site locations with subsequent submittals.
