CCRPC committee approves 4% salary‑range bump, reviews Q1 finances and CWSP funds

Forest Cohen, senior business manager, gave the quarterly financial review for July through September 2022 and reported a cash balance in checking of $184,181 and $307,766 in a money‑market reserve fund, with current assets exceeding liabilities by $997,805. Cohen said Operations Support Revenues were behind budget at 23.3%, producing a first‑quarter deficit of $29,914; he cited seasonal staffing patterns and two recent hires as contributing factors.
"Operations Support Revenues are slightly behind budget at 23.3%," Forest Cohen said, summarizing the packet. Cohen also noted the commission received the first Clean Water Service Provider (CWSP) formula grant installment of $216,189 in early October and that CWSP funds are currently held in the checking account.
Charlie Baker, executive director, told the committee the commission will use ACCD funds for the first $100,000 of transportation program match this year rather than municipal dues to reduce pressure on member dues. The committee agreed to transfer $75,000 from checking into the money‑market reserve to build toward a stated target of about three months of operating expenses (roughly $600,000).
The committee handled several formal motions. Mike O’Brien moved and Bard Hill seconded a motion to adjust the salary‑range tables by 4%; the motion carried unanimously. Earlier in the meeting Jeff Carr moved, seconded by Jacki Murphy, to approve the quarterly journal entries for July–September 2022; that motion carried unanimously as well. A motion to establish a Clean Water Service Provider checking account at Opportunities Credit Union was made and seconded; the resolution will be circulated for required signatures via DocuSign (the meeting transcript does not record an on‑the‑spot vote result).
Forest Cohen also alerted members that the commission’s auditor, Sullivan Powers & Co., is undergoing management changes and will no longer perform CCRPC audits; staff will issue a Request for Proposals to other audit firms in coming months.
The financial segment concluded at 6:20 PM and Jeff Carr excused himself from the meeting. The committee adjourned at 7:39 PM.
