Commission forwards Kriger/Reid zone change to county commissioners with unanimous recommendation

The Natrona County Planning and Zoning Commission voted unanimously on May 12 to recommend approval of ZC26-02, a zoning map amendment requested by property owners Dave Kriger and Michael Reid to change approximately 385 acres from Ranching, Agriculture & Mining (RAM) to Urban Agriculture (UA).
Staff presented the proposal and said county reviewers (Road & Bridge, Fire, GIS and Assessor) raised no objections so long as access was confirmed; staff considered the size of the combined acreage in concluding the application did not constitute an inappropriate spot zone and recommended a "do pass" to the Board of County Commissioners.
Applicant Dave Kriger said he has farmed the property for decades, intends to reduce active farming as he transitions ownership and wants flexibility to retain his residence while keeping the majority of the acreage in agricultural production. Michael Reid, owner of the adjacent 35-acre parcel, said he also has no immediate plans to subdivide and that existing access and irrigation (a center pivot) will remain.
Only the applicants testified in favor during the public hearing; no opponents spoke. Commissioners discussed spot-zoning concerns and local policy but concluded the rezoning would not materially change agricultural uses on the land and could allow orderly transitions for long-time owners. A motion to recommend approval was made with staff findings incorporated by reference and carried unanimously.
The commission's recommendation will be transmitted to the Natrona County Board of County Commissioners for final action, where staff and any additional neighbors may present comment.
