Burbank council renews RITA delinquency letters, approves signage and park items; enters executive session on zoning inspector

Burbank — At its May 7 meeting the Village of Burbank council took several administrative steps: it renewed delinquency letters for local income-tax non-filers, approved modest signage purchases, scheduled a cleanup dumpster and discussed park amenities before entering a brief executive session on a personnel matter.
On tax compliance, Fiscal Officer Gary Harris told council that RITA identified more than 70 residents who had not filed village income taxes since the program began in mid-2022. Council discussed an administrative subpoena program (deadline to sign up June 1, 2026) that would require non-filers to produce tax records; Council declined the subpoena program and voted 4-0 to renew delinquency letters already mailed by RITA.
On village amenities and small appropriations, Council approved a motion to appropriate up to $600 to purchase three 'Children at Play' signs (one for Henrietta and two for E. Middle Streets), a 25 mph sign for Henrietta, and posts/installation. The council also approved delivery of a dumpster for Village Clean-up Days from May 29 to June 4 at the Old School parking lot (motion passed 4-0). Mayor Anna Purdy said Jay Blocks will plant an America 205 Ohio Heritage Tree in a green space on Water Street pending confirmation from the county arborist; Marti McCord moved to proceed and the motion passed 4-0.
During public comment Rod Kelly said he will canvass neighbors on E. Middle Street about drainage impacts and report back; resident Michael Graves raised a zoning complaint about a large burn pile on W. Middle Street. When Graves exceeded the two-minute comment limit the mayor cut off his remarks and a brief heated exchange occurred.
The council moved into executive session at 8:33 p.m. to discuss the employment status of the zoning inspector and returned at 8:43 p.m. with no public action disclosed. The council adjourned immediately thereafter.
