DeWitt council lets DDA serve alcohol at most 2025 events; Christmas Market approval draws No vote

Councilmember Kellogg moved and Councilmember Whitman seconded approval to permit alcohol consumption for the DDA's 2025 event list with the Christmas Market excluded; that motion carried unanimously under City Ordinance, Chapter 58, Article I, Section 58-1. The council had earlier amended the agenda to separate consideration of the Christmas Market into item 4b.
The Christmas Market request was considered separately. Councilmember Whitman moved and Councilmember Landgraf seconded approval specifically for the Downtown DeWitt Christmas Market in December 2025. The motion carried on a roll-call vote: Landgraf, Hunsaker, VanDyke, Kellogg and Whitman voted yes; Councilmember Donohue voted no. The meeting record lists those six votes; the transcript does not record Mayor Susan Leeming’s vote in the roll-call lines.
DDA Coordinator Jen Roberts reported that the DDA will be a liquor-license holder for the Cabin Fever Reliever event and shared vendor details during staff reports, but the council did not provide additional conditions or permit amendments in the meeting minutes. The transcript records no public comment for or against the alcohol approvals.
