Upper Hanover to advertise for road supervisor, authorizes Cape Seal bids and ARLE-funded signal design

The board agreed to advertise for a replacement for retiring Highway Foreman Tom Latshaw, approving a title change to "Road Department Supervisor" and authorizing staff to post the position; Tim Woodward moved to authorize advertising the job and Dorothy Diehl seconded the motion, which passed unanimously. The personnel action follows notice that Latshaw’s last day on the job will be May 27, 2022, with an official retirement date expected in July.
The Bridge and Road Committee recommended the township try a Cape Seal pavement treatment used in nearby municipalities; Ben Fiorito moved to authorize advertising for Cape Seal bids and Tim Woodward seconded the motion, which the board approved unanimously.
Engineer John Weber reported PennDOT approvals for the Otts Road Bridge structure and approval from the authority for water-line relocation; the minutes state the Otts Road Bridge project will be ready to be advertised for bids at the April regular meeting. The Graber Road culvert project remains under environmental review and will be resubmitted to Pennsylvania Fish & Wildlife for required clearances.
The board also approved a McMahon Associates proposal to design, permit and bid traffic-signal improvements at Route 663 and Geryville Pike under an ARLE grant that will fund the work 100 percent; the proposal dated Jan. 27, 2022 was presented by Anton Kuhner, P.E., and approved by motion of Dorothy Diehl with a second from Tim Woodward.
In other business, the board unanimously approved Eagle Scout candidate Hunter DeBlock’s proposal to install fitness stations at Camelot Park and agreed to assist with heavy equipment and logistics once funding commitments are clarified. The board adopted multiple service recognition resolutions and approved participation in the Montgomery County Consortium of Communities (Resolution #2022-29).
