Smith Park lot finished, Milford Drive bids set for January; council approves online sale of surplus equipment

Engineer Daniel Collins updated council that the new Smith Park parking lot is complete and accommodates 28 vehicles; new grass seed will be planted in spring with straw placed now for erosion control. Collins said Milford Drive Project drawings are complete and staff are preparing quantities, cost estimates and bid specifications; sidewalk and accessible-ramp work will be bid as alternates and the bid documents are expected to be released in January.
Service Department Superintendent Jason Walters reported the Smith Park restroom is nearly ready to open pending testing and noted heaters have been placed to allow winter use; his crew and police will coordinate daily opening and closing. Walters said the old Village Hall demolition still requires removal of a large footer and backfilling before new footers and spring construction can occur. He added that the department's 2026 budget planning includes requests for a new truck and backhoe.
On a motion by Councilmember Alan Hipps seconded by Kevin Lewis, council authorized the Service Department to sell surplus items — described in the minutes as a 2012 F-250 truck, an Elm pump-station generator, a salt body and a Snow Dog — through an online auction service referenced in the minutes as "Purple Waive Auctioning." The motion passed by unanimous roll call.
Staff will follow up with auction logistics and return to council or administration with sale proceeds and any necessary purchase-replacement recommendations.
