Committee adds ordinance to fund stormwater vehicles and salaries; withdraws sponsor language on vendor‑specific truck to seek lower price
Summary
The committee agreed to add Ordinance 25‑88 (add $200,000 for a one‑ton dump truck, passenger vehicle and salary supplements) to the agenda and withdrew sponsorship of Ordinance 25‑89 (vendor‑specific truck purchase) to revise purchasing language after staff reported potential savings.

The Storm Water Committee moved on two legislative items on May 7, 2025. Wastewater Superintendent Ed Haller described Ordinance 25‑88, a request to add $200,000 that was anticipated in the approved budget to buy a one‑ton dump truck, a passenger vehicle and to supplement Storm Water Department salaries.
"The one‑ton dump truck is for hauling debris," Haller said. Committee Chair Heidi Webber asked about intended use and cost priorities. Ms. Webber moved and Mr. Wos seconded to add Ordinance 25‑88 to the meeting agenda; the motion passed (Yeas: 3).
On Ordinance 25‑89 (purchase of an F450 one‑ton dump truck from Valley Truck Center), Haller said the legislation’s current wording would obligate the city to a specific dealer and recommended withdrawing sponsorship so the ordinance can be rewritten to allow purchase under the state purchasing contract or a lower dealer price. Haller cited an example where state contract pricing was $110,000 while another dealer could provide the same essential features for $77,988 — a potential savings of about $32,012 based on those figures. Ms. Webber moved and Mr. Wos seconded to withdraw sponsorship of Ordinance 25‑89; the motion carried (Yeas: 3). Haller said he will return with reworded legislation next month.
The committee recorded no final vehicle purchase under Ordinance 25‑89 and did not approve vendor selection; staff will bring revised procurement language to a future meeting.
