Regional sewer district outlines stormwater grants and credits for Northfield

Anne Schilling, Watershed Team Leader for the Northeast Ohio Regional Sewer District, told the Village of Northfield council on Nov. 12 that the District offers infrastructure grants and cost-saving programs to member communities and can provide credits for activities such as rain-barrel installation.
Schilling said the Village generates about $56,000 per year in community cost-share funds and currently holds approximately $119,000 in that fund. She described the District's Member Community Infrastructure Grant Program and outlined cost-savings measures including stormwater credits for rain barrels; homestead discounts for low-income senior and disabled residents; rate-reduction discounts for households with incomes under 250% of the federal poverty level; and crisis assistance credits.
Engineer Daniel Collins told council the Village has used community cost-share funds on prior storm-sewer improvements tied to the Coventry and Cambridge projects and intends to use most of the current balance for storm-sewer work related to the upcoming Milford Drive project. Councilmember Gary Vojtush asked about the District's commercial fee structure; Schilling said she did not have those rates at the meeting and would provide them to the Village later.
The presentation identified potential funding and operational tools Northfield can use on locally planned stormwater improvements. Staff and council did not take a formal vote on any program at the meeting; next steps include receiving the District's commercial rates and carrying the stormwater-fund discussion into project planning for Milford Drive.
