Monmouth council adopts franchise allowing Wanrack LLC to build fiber for Central School District 13J

The Monmouth City Council on Feb. 17 adopted Ordinance 1421, granting Wanrack LLC a non-exclusive franchise to construct, operate and maintain a fiber-optic system within the city to provide services to Central School District 13J.
The second reading and adoption was moved by Councilor Lopez and seconded by Councilor Rididgeway. The roll-call vote recorded five affirmative votes and the motion passed 5-0.
As part of the presentation, the school district’s superintendent, Jennifer Kubista, and staff reported revenue estimates associated with the franchise: Wanrack’s charge to the district is $2,000, from which the city would receive a 5% franchise fee. That rate would yield roughly $100 per month or about $1,200 annually in franchise fees based on the numbers presented.
Council discussion was brief and focused on clarifying the operational and financial relationship among the district, Wanrack and the city. Staff explained Wanrack would own and lease equipment to the district and the district would pay a monthly lease; Wanrack would be responsible for installation and equipment, with Wanrack retaining ownership.
The ordinance was adopted on a 5-0 vote; staff retained responsibility for finalizing franchise paperwork and for monitoring fee payments and reporting to the council.
