Winthrop School Board approves $15,497,070 FY27 operating budget and related spending measures

The Winthrop School Board unanimously approved the 2026–27 operating budget (excluding nutrition and adult education) in the amount of $15,497,070 and authorized the superintendent to present that budget to the town council.
Trustees also approved the 2026–27 adult-education budget of $87,852.27 (including $58,000 to be raised) and the school food-service and nutrition budget of $817,041 (no additional amount to be raised). The board separately approved the 2026–27 school calendar and several policies on second reading.
During deliberations, board members discussed whether to add a teacher. The superintendent and administrators provided per-pupil comparisons to neighboring districts; one board member said adding a teacher would raise the district’s expenditure increase from the proposed 5.4% to about 6.07%. Student and parent commenters urged the board to consider enrollment-driven staffing needs: the district was described in public comment as having gained 36 students over the past year, and an online parent speaker cited concentrated enrollment pressures in grades three through five.
The superintendent and the chair emphasized the practical need for a realistic budget that the town council will support; the vote to approve the operating, adult-education and nutrition budgets was unanimous. The superintendent will deliver the approved budgets to the town council for final consideration.
