Monmouth council approves city manager's pay to $165,000 and applies it retroactively to July 1

After an executive-session performance review, the Monmouth City Council voted to adjust City Manager Michelle Anderson's base salary to $165,000 per year and to make the change retroactive to July 1, 2025.
Councilor Kerry moved the salary adjustment and asked that the increase be applied retroactively to the start of the fiscal year. Staff noted that the city had budgeted the $165,000 base salary for the year and that prior base pay shown in older materials was approximately $145,000 ($149,345 after a 3% cost-of-living adjustment noted for July 2025).
Councilors asked about salary comparators, benefits (including the city paying the 6% PERS pick-up for employees) and the budget impact. Staff said retroactivity is manageable within the adopted budget; council directed staff to consider any additional compensation items within the next budget cycle.
The motion passed on roll call with six affirmative votes.
