Des Moines County supervisors approve range of routine actions, hold closed sessions

The Des Moines County Board of Supervisors met June 9, 2026, in Burlington and approved a series of routine administrative and land-use actions. Vice Chair Tom L. Broeker and Member Jim Cary, the two supervisors present, moved and seconded the items; Chair Shane McCampbell was absent.
The board approved payroll reimbursement claims totaling $2,938.28 and authorized moving the Yarmouth outdoor warning siren controller to ISICS. The board accepted the FY27 ICAP insurance renewal after a presentation by Joe Vens of Main St Insurance and Mark and Karen Warth of Warth Insurance Agency.
On land-use business the board adopted Resolution #2026-036, certifying the final plat for the SBT Subdivision with two conditions: any new construction on Lots 1 and 2 must comply with the Des Moines County Floodplain Development Ordinance, and any new roadway entrance for Lot 2 must receive formal approval from Des Moines County Secondary Roads prior to construction.
The supervisors approved an engineering services contract for Bridge F-10 (project BRS-CO29(100)--60-29) following a presentation by County Engineer Brian Carter. The board also granted routine items including a reappointment to the Veterans Affairs Commission (Arne Hausknecht), a tax suspension request, and a fireworks permit for a private family reunion.
Auditor Sara Doty presented the canvass of the June 2026 primary election and the board approved it. The canvass records the following nominations: Board of Supervisors —6 Democratic: Bob Bartles; Republican: Brian Thie. County Treasurer —6 Democratic: Janelle Nalley-Londquist; Republican: no candidate. County Recorder —6 Democratic: Natalie Steffener; Republican: no candidate. County Attorney —6 Democratic: no candidate; Republican: Travis A. Inghram.
The board approved a package of personnel actions, including step increases and hires in the Correctional Center and a step increase in the County Attorney's office; a Public Health employee's unpaid hours were recorded and approved as presented.
During the public input period resident Laurie Cochran asked whether the county could adopt a blanket industrial zoning ordinance rather than separate, site-specific ordinances; the board recorded the question for Land Use consideration.
The supervisors met twice in closed session: once to discuss sale of Douglas Avenue properties under Iowa Code 21.5(1)(j), and separately for strategy with counsel on matters of present or imminent litigation under Iowa Code 21.5(1)(c). Motions to enter and exit each closed session were made by Jim Cary and seconded by Tom Broeker; no public actions or votes from those sessions were disclosed.
