West Bath board sets parameters for tuition-contract talks, names ad hoc negotiators

Superintendent explained contract options and constraints: tuition contracts may run from two to 10 years, and many board members favored a longer term (10 years) to provide stability. The district's longstanding school-choice cap of 25% (currently about 24.3%) remains in place; if applications exceed the cap the district uses a lottery with preferences for current choice students and siblings.
Board members discussed that the existing agreement guarantees 75% of tuition dollars to RSU1 (a guarantee of funding, not a guarantee of 75% of students). They also clarified logistics: transportation responsibilities vary by grade, and special-education services are negotiated under a separate contract and are not part of the tuition contract.
The board authorized an ad hoc negotiation group—Casey and Joan—to work with Superintendent Emily on preliminary talks. The superintendent reported that a preliminary meeting was scheduled the following Wednesday and that any final agreement would return to both boards for approval. The board chose not to run a community survey before negotiations, judging it unnecessary at this stage.
The board recorded no binding contract in the meeting; members described the session as a preliminary-setting of goals and negotiating priorities.
