Select Board reappoints members, adds student seat to Shade Tree committee and reorganizes leadership

At its May 20 meeting the Ipswich Select Board approved multiple routine governance items including committee membership changes, reappointments, and a leadership reorganization.

The Board voted to add one non-voting student member to the Shade Tree and Beautification Committee, effective immediately for a one-year term; the motion was made by Michael Dougherty, seconded by Sarah Player and passed unanimously, 5-0. Pat Byrnes requested the change to increase youth engagement and discussed recruitment and term length.

Interim Town Manager Thomas Younger recommended reappointing Laura Gresh to the Historical Commission for a three-year term ending June 30, 2029. Michael Dougherty moved to confirm the reappointment; Sarah Player seconded and the motion carried 5-0.

During the reorganization, Carl Nylen nominated Michael Dougherty to serve as chair for the upcoming year; Sarah Player seconded and the motion passed unanimously. Sarah nominated Carl Nylen as vice chair; that motion also passed unanimously. Members offered thanks and tributes to outgoing Chair Charles Surpitski for his service during a transitional year.

The Board voted to approve minutes from meetings in March and April 2026 by roll call vote. A consent-agenda item involving One Day Wine and Malt Liquor License applications was discussed but withdrawn to address a sidewalk property-line and liability question; the Board will revisit those license applications at a future meeting.

These actions were procedural and aimed at continuity of governance as the town prepares for an onboarding retreat with the incoming town manager.
