• Participation Agreements for Employee Health Insurance — Approved. Motion by Robert Short to allow Converse County Library and Converse County Weed & Pest to participate in the County’s employee group health plan (July 1, 2026–June 30, 2027) with administrative cost of $20 per employee per month plus premium; Blackburn seconded. • FDL Consulting Amendment — Approved. Motion by Robert Short to amend the professional services agreement with FDL Consulting LLC, increasing architect compensation by $71,442 to a new project fee of $163,212; Grant seconded. (SEG 013)

• Construction Contract — Approved. Motion by Trent Kaufman to approve the Construction Contract with EJ Services for the Shooting Range Improvements Project for $1,200,646.19 with substantial completion by July 4, 2026; Short seconded. (SEG 014)

• Notice to Proceed (Shooting Range) — Approved. Motion to approve Notice to Proceed effective May 5, 2026; Short seconded. (SEG 016)

• State Easement Applications (HEA 59) — Approved. Motion to approve easement applications for roadway dedications on CR13/Natural Bridge Rd, CR29/Inez Rd and CR46/Twenty Mile Creek Road; Blackburn seconded. (SEG 017)

• Acknowledgement: AIP Agreement transfer of $150,000 from Converse County Airport to Pine Bluffs Municipal Airport — Acknowledged (voluntary transfer). (SEG 018)

• USFS Law Enforcement Support Grant — Approved. Motion by Donald Blackburn to approve a $6,000 grant agreement with the U.S. Forest Service for law enforcement support through Dec. 2030; Kaufman seconded. (SEG 020)

• Secure Rural Schools FY2026 Distribution — Approved. Motion by Robert Short to distribute $18,754.90 per the County Treasurer’s recommendation (95% to fund 100; 5% to local schools with amounts specified for CCSD#1 and CCSD#2); Kaufman seconded. (SEG 021)

• Surplus property reallocation to Wyoming Law Enforcement Academy — Authorized during Technical Services discussion. (SEG 022)

• Show Center electrical upgrades — Authorized. Commissioners authorized $183,577 (previously allocated to Wyoming State Fair Foundation) to be used for electrical upgrades to the Show Center to be shared equally with the City of Douglas. (SEG 057)

• Commissioner scholarships — Approved. One renewal scholarship for Bailey Wright ($500/semester) and two additional scholarships ($500/semester each) authorized contingent upon full-time enrollment; board recorded Chairman Willox’s opposition to the additional scholarships. (SEG 058–059)

• Resolution No. 06-26 (Salaries for elected officials) — Adopted. Motion by Rick Grant; Blackburn seconded. (SEG 039–049)
