Board hears FY2027 budget requests from county departments and local organizations
Summary
County department heads and outside organizations presented FY2027 budget proposals and line‑item updates, including requests for Pictometry flyover funding, Memorial Hospital allocation for indigent care, parks and library budgets, public health staffing proposals, and discussion of road and tower projects; no final budget actions were taken.
Converse County department directors and community partners presented proposed FY2027 budgets and project updates during the May 5–6 meeting, and commissioners discussed line items without taking final budget actions.
Assessor Dixie Huxtable highlighted proposed funding for a Pictometry flyover, map server hosting and mapping/line work. Technical Services Director Chris Caskey reported on completed and ongoing subdivision applications, facility maintenance, surplus property auctions and incident response exercises; the board authorized reallocation of certain surplus property to the Wyoming Law Enforcement Academy at no cost.
Memorial Hospital of Converse County Board Chair Bob Kayser and hospital executives requested FY2027 allocations for indigent care and ambulatory services and discussed the Rural Health Transformation Program. Library Executive Director Mary Linda Maner and branch staff presented the Library’s proposed budget and minor revisions were recommended. Parks & Recreation representatives discussed Community Service Grants and recommended small line‑item adjustments.
Road and bridge staff and HDR Engineering updated the board on major road projects and grants, including a CMAQ dust suppression bid that exceeded the grant award (commissioners indicated willingness to budget any overage in FY2027) and progress on the High‑Risk Rural Roads Program grant. Emergency Management Director Russ Dalgarn updated the board on two communications tower projects. Public Health Nurse Manager Darcey Cowardin presented proposed positions and program enhancements and will return with additional information at a future meeting.
Commissioners also heard an update on the proposed Settler Wind project from Daniel Keinswetter of Western Wind Development/AES Clen Energy, who said a power purchase agreement is not yet in place and that permits are in place. No final budget approvals were made at this meeting; commissioners will continue to review proposed line items and make decisions in future budget sessions.
